this is probably a stupid question but is there a way to use the stock calling app on wifi without service or root

Short answer: no, there isn't.
Longer answer: a few networks have a WiFi calling option, which is supported on some of their phones. I don't have this, so can't tell you whether they add it to their stock app or as a separate app. But it's got to be supported by the carrier, so if you don't have it the answer is no.
Obviously there are other options like Skype, but that's different.
