Stop "Background Data Restricted" notification?

I have a 1 GB plan (I use my PC for the internet almost always) and I want my phone using Wifi as much as possible. As a case in point the Google Play Store has used nearly almost 900 MB in data in updating apps using Wifi on my phone already. So I have Background Data Restricted on. I have a Samsung Galaxy S7 with Android version 6. How do I stop the "Background Data Restricted" notification on my phone? Every time I access my phone I see it. I haven't found a way to do it.
 
Not that I know of. How about enabling background data but disabling sync and all apps that do use background data individually?
 
Thanks. I'll look into that. I guess I'll try enabling background data and disabling background data sync for individual apps, as you said.
 
Hey, I don't know if this will help you but I had the same problem and it drive me insane. If you want to remove it, you have to do an asinine number of steps but here it is...

Under Application Manager open your first app. Tap on Data Usage. Scroll to the very bottom and a Restrict background data line is there with an Off/On switch. Switch to on. Rinse and repeat for EVERY APP YOU HAVE.

It is so fricking obnoxious, but the only way I have avoided that silly notification in my bar.
