Help Stop popup "Allow Music to access photos, media, and files on your device?"

I've disabled the native music app, forced stop, removed cache, cleared data, turned off all music app notifications and permissions, and yet I still get the nagging popup saying, "Allow Music to access photos, media, and files on your device?"
I even did a factory reset.
What am I missing?
