Strange window appears and dies if you touch it

Huawei Mediapad M5, Android 8.0.

The window in Pic #1 appears daily. If I touch it, it disappears in a fragment of a second. I managed to take a screen shot (from a screen video) of the pop up message that appears when window dies. It is all in Finnish language. Translation:
- The window says 'Käyttöliittymä' meaning 'User Interface'.
Pop-up message:
- 'Älykäs suojus on käytössä.'
- 'Säädä suojusta jos haluat käyttää näyttöä'
Translated:
- 'Intelligent shield is in use.'
- 'Adjust the shield if you want to use the display/screen'

The app 'Käyttöliittymä' (User Interface) is in the app listing of my pad. See 3rd picture.

Huawei Support could not figure out what this is. I would like to remove the app once and for all but I have not had the courage to do it as I do not know what might happen if I get rid of this app.

Remark. Facebook has nothing to do with this phenomenon. It is in the screen shot by my mistake.

It seems that a 'shield' (Software protection) is blocking the app! Did you install something lately? Did you adjusted any permissions?

I have removed some apps that were installed at about the time this phenomenon appeared. But, I am not sure if I removed all suspective apps. Some elementary permissions were granted (e.g. location, use of pictures). If I knew that the app is not part of official Android system I could just get rid of it. At the moment I do not know what is the purpose of that app. It just annoys me that something unwanted appears.
