Stream video from android camera to web

What is the best way to create android application to distibure(stream) video signal from phone camera to other device(web browser)?
Something like cheap video surveillance. It should not be complicated, just to do its job in acceptable framerate.
Is there any plugin that i can use, and which technology is easy to use?
