Trying to get quality video from my TiVo Bolt to my phone.

Broadband service is ATT U-verse.
Wireless Airport Express is in bridge mode (DHCP off).
I get 8 mbps speed test from phone to the internet. My phone shows 150 mbps "link" to the Extreme. Streaming video from Hulu, Netflix, et. al. is smooth and trouble-free.
But when I try to stream video from the TiVo to my phone all I get is stuttering video/audio. Usually it's instant when I start playing a video, but sometimes it plays fine for as much as 20 or 30 seconds before stuttering.
TiVo tech support says that its due to the 2wire 3800HGV-B router. But the streaming doesn't go through the 3800, does it? The path is from TiVo -> switch -> Airport and to the phone, no? I don't see how the '3800 is involved at all.
Any idea what the cause of my problem is and suggestions how I can get this working?
