Stuck on 'Send Error Report' screen.

So obviously I am using an HTC One V,

The problem is when I turn on my phone, it will have one of those 'Send Error Reports' and says the following:

' Sorry! Dialer has stopped unexpectedly. Would you like to send an error to HTC?'

and it gives me an option whether or not to send it.
No matter which one I choose, it won't work.

I normally have it so when I click the screen, there will be a little circle where I click.

I've tried turning it off and on again, but that doesn't work either. Also when I shut it off, it will not stay off and will reboot itself after a couple seconds. When I turn it off by holding down the lock button, the back, home, and recent apps buttons will flash before shutting off, which I have neve had happen before.

If anybody knows what is wrong with it, is there any way for me to fix it manually? If I do have to send it in, does anyone know an approx. cost?
