well recently bought a new htc one x for the missus to use on TESCO MOBILE, phone was locked to ORANG/EE...easy i thought hundreds of people selling unlock codes on ebay, so i bought one, didnt work, seller refunded my money, perhaps wrong code....anyway bought another, same unlock code..surprisingly...got a refund....bought another then another, been through 5 diffrerent sellers who gave the the same unloc code yet it wouldnt unlock the phone....i seriously doubt that the unlock code is wrong...phoned htc, they said they have nothing to do with the unlock codes and it was probably orange who change the unlock codes to prevent people going to different providers...i could pay orange/ee

So the previous owner got the phone from Orange, who lock their _subsidised_ handsets, and your complaint is that they lock them in a way that eBay types can't unlock.

To be honest I can't see any complaint against Orange. They supply subsidised phones to their customers, locked to protect their subsidy. They have no reason to make it trivial to unlock them, so if you accept that phones can be locked at all you can't complain about them locking it in a way that works.

You bought such a handset from an Orange customer (not from Orange) knowing it was locked but assumed that random eBay types could unlock it cheaply, and it turns out the assumption was wrong. I don't know whether there's some trick with the One X - maybe someone else will. Otherwise your options seem to be to talk to Orange or to try to return it to the seller. Sorry, but I can't think of anything else.
