I have checked with the available resources and see that there are no such reported issues of S Voice showing an error message and suggesting to download S Voice provider.
As you get an error message on your phone and suggests you to download the S Voice provider, their might be connectivity issue with the Gear watch. In this case, I will provide you with all the possible causes which might trigger this issue and relative troubleshooting to fix it.
Following are the possible causes for this issue:
1. It might be temporary issue.
2. Any third-party applications might be the root cause of the issue.
3. Phone might experienced physical or liquid damage.
I would like to suggest you a few troubleshooting steps that might help you fixing this issue.
Please un-pair the watch and re-pair the watch to your phone and check with the results.
If the issue persists, Please perform clear cache and clear data for the S Voice application on your phone and check with the results. To perform clear cache and clear data, please follow the below steps.
1. From the home screen, tap on Apps.
2. Tap on Settings.
3. Tap on Applications.
4. Tap on Application Manager.
5. Tap on Menu.
6. Tap on Show system apps.
7. Search for S Voice application, Gear Manager application.
8. Tap on Storage.
9. Tap on clear cache and clear data.
If the issue persists, please uninstall and reinstall the Gear Manager and check with the results. To uninstall please follow the below steps.
1. From the home screen, tap on Apps.
2. Tap on Settings.
3. Tap on Applications.
4. Tap on Application Manager.
5. Tap on Menu.
6. Tap on Show system apps.
7. Search for Gear Manager application.
8. Tap on Uninstall.
After uninstalling, please install the Gear Manager application again from the Galaxy Apps and check with the results.
If the issue persists, please perform reset on your Gear watch and check with the results. Please note these steps will completely delete the watch data. In this case, I request you to backup the watch data prior performing reset steps.
1. Make sure Gear is powered OFF.
2. Press and hold the power key until you see either the Galaxy Gear rebooting… screen or a blank white screen.
3. Release the power key and then continuously tap the power key until you see the Reboot Select Mode screen.
4. Tap the power key to highlight the "recovery" option.
5. Long press the power key (5-8 sec) to select it.

I tried the above. I do not get the download message anymore, but s voice will not work from my Samsung Gear, which was my main problem.
