Swipe from top right for power options?

I was watching the CNet prizefight of Nexus 7 vs. iPad Mini and the host mentioned you can swipe from the top right to pull down power options. I gave it a try and all it would do is pull down notifications. Could that be a feature of 4.2?

Believe that a 4.2 quick settings. Not sure why they included that in the review as its not even related yet
