Does your Pixel have this issue? I've recently enabled the swipe down gesture to see notification and sometimes it works and sometimes it doesn't.

Swipe gesture is finicky

Are you talking about the swipe gesture on the fingerprint sensor? Yeah, it can be a bit finicky at times. These sensors aren't really designed for detecting movement so to do so is a bit of a hack. You've got to be pretty deliberate about how you move your finger in order for it to register.
