Switching phone numbers between contracted lines

I'm trying to help out a friend. I know the method of adding a line to a family plan to get a new phone, and then swapping that onto the line you want to use it on, but what I'm wondering is can you physically swap the numbers associated with those lines? I have a friend whose daughter has 3 months left on her line of the family plan and she wants an iphone. She's on a multimedia phone, so seemingly Verizon would let her upgrade early to a smartphone to get the extra revenue from a data plan, but Verizon insists due to agreements with Apple, they cannot make any exceptions on price or upgrade terms. This has been raised to management levels with the same stonewalling. If it was any other phone, they could do it. I am going to suggest adding a line now with the iphone, then moving it to his daughter's line, but the problem is that they would want to drop the original line when the 3 months are up and (obviously) hold on to the contracted line. The problem is they don't want the new phone number, they want their daughter to keep the phone number she had. Essentially, they need to swap the contract onto her existing line. Can it be done?
 
Just wait 3 months, then she can just upgrade and keep her current number. or just pay the ETF on her line. With just three months left on contract it shouldn't be to costly.
