What launcher are you using?
What carrier is your phone using? Stock firmware i assume?
When did this show up? Did you install or uninstall something prior to this?

I don't know my launcher or firmware, Verizon is my carrier. Phone is pretty new, so it could have been after installing or uninstalling something. I don't really move my apps around, but I feel like I just hit or did something by mistake, but I can't pinpoint what that may be
It looks like a prompt for adding apps from drawer to the home screen
Those plus signs look like some kind of grid indicator. The launcher defines how the app drawer displays so if you can't find the setting to turn them off, then you might try a different launcher, or clearing your current launcher's cache and data -- this will reset all your home screens so be careful if you set them up with specific settings and layout. Most launchers from the play store have the ability to backup settings, but the stock launchers don't.
If you are feeling frisky OP, I recommend nova launcher !

Ugh... I had tried deleting cache, ect... but I'm not exactly tech savvy. I just now restarted my phone, and they are now gone.

To determine what launcher you are using go to your settings > apps. Then click on the 3 dots in the upper right corner and select default apps. From there you can set which browser you prefer, which messaging app, which home screen (launcher), etc. It's quite handy if you want to experiment with launchers other than the default.
