Root [T-Mobile] Sim help

Hey guys. I'm looking into this for a friend. He has the Galaxy s3 from T-Mobile but the sim has been locked out. I know phones can be unlocked and sims be reprogrammed. Or rather new sims be programmed to the phone. My question is can this be done at home from a pc with software or does he have to take the phone in somewhere and have it done?

If the Sim has been PUK Locked he will need to go to T-Mobile to unlock or get a new Sim.
