hi guys , If I lose the OS - android 2.3 gingerbread in the android micro cruz t408. How do I reinstall the OS and the APP . please help newbee..

I've moved your questions here to the Cruz 408 area.

So, I don't think you'll ever need to worry about losing the OS, that's yet to happen to anyone.

Your apps can be backed up, I recommend MyBackup Pro, you'll have to check to see if it works with your Cruz.
