My Visual Land tablet will not turn on all the way. Every time i go to turn it on, it goes to the 'android' screen, then turns back off.

It sounds like the battery is dead. Power down the tablet and charge it overnight, making SURE that the charge light is on. If it isn't on, your charging cable is likely bad and you need a new one. If the charge light comes on but after an overnight charge is STILL not powering up, then either the battery or the tablet's charging circuits are bad and need repair.
