Tablets charging inconsistently

I've got two Android tablets, my personal one which is a Galaxy Tab S 10.1, and my work issued which is an Asus Zenpad Z10. The former is a couple years old, the latter is a couple weeks old.

I've noticed with my Samsung that charging is inconsistent. Using the Ampere monitoring app, and with the tablet just sitting at the home screen, the charging ranges from almost nothing up to1000mah, varying constantly. The Zenpad does the same thing.

I also have two Samsung phones, personl galaxy S5, and work issued S7. They do not display this behavior. When they charge the power goes high and stays there.

I've used multiple chargers, from the original to a multi-usb bank with IQ charging, car chargers, battery banks, etc. Also used multiple cables. I get the same results regardless.

I realize there are things happening in the background, but it just seems strange to me. What is it about the tablets that causes this?
