Tapping a notification problem

i've no idea how to put this across or even if there is a solution but it bugs me. I get a notification and normally just tap to go to the app.

However i tap and nothing happens, i have to push the notification drop down back up, and drag it down again. Then I can tap it as normal.

I've cleared cache, pulled battery and factory reset.
