Task not running. Help

Newbie question I guess.

I have:
State - Location - Near cell
This starts the 'Day & Night' task.

In that task I have:
If %time > 9 & %time < 23.3
Wifi on
else
Wifi off

By editing the task you see which one (should be) is active. But the task is not running by its own. If I force it to run, there is no error.
Yes, the profile is active.

Welcome to Tasker.

The Cell Tower location trigger is about the most unreliable trigger in Tasker. I tried sensing the tower visible out my office window and never succeeded.

What are you trying to accomplish?

I have two profiles. If I am in range of one of my office WiFi connections WiFi is turned on and I connect.

If I am not in range of one of hem then WiFi is turned off.

My purpose ... when visiting a customer I use the data link and not WiFi.
