You can put a widget on the home screen to turn off 3g, that way you will still receive texts and calls, but no emails.

What context would he use? How would Tasker know that he's using his laptop? I suppose something like the "face down" context could be used.

Why bother with toggling email delivery? If you're syncing then any deletions should be synced as well. Seems like unnecessary work to me.
