Apps Testing apps and web content

Is there some sort of downloadable software or web based software that will enable me to see how a website or Flash file will look on various devices without having to buy the devices to test the content?

For Android devices, you can install the SDK and use an AVD (Android Virtual Devices | Android Developers). An AVD is a virtual device that emulates a real phone.
