Hello there and welcome!
A few questions to narrow things down:)
Do you have a wireless connection?
What text app are you using?
Do you not get texts from anyone, or a certain person?
Do you recall when this started? Perhaps after an OTA update, or a certain day/time etc?
Have you tried a simple reboot to see it that helps?
Can you send texts?
Can you send yourself a text and then receive it?
Have you tried to clear the cache and data for the text app?

I know, alot of questions eh? Sorry, just trying to get more info is all ;)
 
I was having this issue too for the last 2-3 weeks. I'm on T-Mobile. I called them and they did some sort of reset. I narrowed it down to having issues with (get this) other TMO subscribers. (Insert confused look). The only issue I have now is sometimes my outgoing MMS are not received by another TMO user (my girlfriend).

My default text app is Textra. TMO customer service techs would only dig deeper to help if I was using the stock messaging app that comes with it S7 (hate that app).

Strangely enough, I could receive and send SMS & MMS via Hangouts app with no issue wether on WiFi or mobile data.

Not sure if this was much help but sharing my experience anyway. Hopefully you get it resolved ASAP.
