Text messages not received

I have been having trouble with my Samsung Galaxy S7 not receiving text messages from both iPhones and other Android phones and not receiving many too. The problem is intermittent and not specific to one or two of my contacts that I message often. I will go periods of 6-7 hours where I receive their messages, but they don't receive mine and vice versa. The problem has been pretty consistent for the last week or two. Also, people will often 3 out of 4 texts. I have a few contacts with whom I have no problems, others who I can only receive texts from but they rarely receive mine. The phantom messages that I send show up online on the Videotron usage page as being sent, but my friends say they haven't received them. I have no problems with my data on the phone either and messages sent with FB Messenger or Whatsapp are unaffected.

I've contacted Videotron's customer service several times over the phone and in-person and have followed their advice- factory reset x2, change messaging app (Use the Samsung App instead of Android Messages), reinstall apps, use a thinner case, etc. etc.

Any advice would be greatly appreciated.
 
If the reset and different apps haven't fixed it, it's a problem with your carrier. Whatsapp and FB messenger use the data channel to send messages, but regular texts are handled through the phone 3G connection. You could request a new SIM from Videotron.
 
How would I check that?

Call your carrier and have them refresh our Device transmission settings from their end. After they refreshed your settings then you should reboot your phone and try to texting yourself by using your own phone number as you would send to any number and you should get the message right back, then you would know that you're messaging is working properly.

It would be under settings>mobile networks>Access point names if you see multiple listings (usually there's only one) select the default and then chose edit.

Not sure what they're are for Videotron, but you can always ask them what they are supposed to be.
