Text notifications - sometimes a sound, sometimes not

this is extremely annoying.
i have a brand new phone motorola X4 on Google Fi

I haven't messed with anything. I still have the original notification sounds, including the woman who says "Hello Moto" when someone calls me.

I have found that when I get a text message, sometimes it just vibrates, and sometimes it makes the notification sound. there is no rhyme or reason as to when it makes the sound or not.

my old phone, with older version of android, had a separate sound setting for phone calls and other notifications. that doesn't seem to be available in my Moto with Oreo 8.1. there are only three sound settings - media, alarm, and ring.

i have just run some tests, sending myself text messages from another device. sometimes it makes a sound and other times it doesn't.

(i realize that if you are viewing a text thread and a message comes in on that thread, it is purposely set up to not make a sound then, because it knows you are looking at it already). but in my tests I put the phone down and wait until the screen shuts off before I send a message to the phone.

do I just have a buggy device?
do others experience this?
is there a control I haven't found?

this is not the only bug on my brand new phone. the screen randomly comes on to show just the lockscreen, for no reason at all. sometimes it is every few seconds and sometimes it is less frequent. and I still can't connect USB for transferring files (yes I have tried USB debugging and the motorola device manager application and nothing helps)

I am getting really frustrated with this phone. it is brand new and these are basic operations that should work out of the box.

maybe all this will go away when I get Pie?
 
I'd download & reinstall (via fastboot) the exact same firmware you are running and see if that helps. Yes, you'll need a PC for this and doesn't matter which PC as long as the USB ports work
