Help Text to Speech for phone calls

Long story short, I've had a family member recently undergo surgery that's left them unable to talk.

As such, I'm looking for an app (or if there's not an app, any method will do) that will allow them to make/receive calls and respond to the caller via text. If possible, I'd like the text to be read out so it's as if they're having a proper conversation.

Is this possible?

Since there is no reply, I'll mention obvious action is to try running any tts app while on phone call. Try with and without speaker phone. Knowing El Presidente, you would try that anyway. Sorry I don't have anything else.
