The difference between Google and Phone Contacts

I'm trying to understand the difference between Google contact and Phone contacts. I think they are two different phone books. The google contact will sync with gmail contacts and phone contacts will not----correct??

In attempting to sync gmail contacts with google contacts on my droid incredible, I deleted all my phone contacts on my droid, downloaded all the gmail contacts onto an SD card and then uploaded them into my droid and saved them under google contacts, not phone contacts.

My phone will not sync with gmail contacts and additionally when I receive an incoming call, the phone will not display the person calling even though the incoming call is saved under google contacts on the phone.

What gives??

Correct, that's the only difference. Phone contacts will stay on your phone and will not sync with your gmail. Google Contacts will sync to and from your phone and Gmail.
 
Have you set the phone to display the Google contacts only instead of phone contacts as well? Or are there duplicate entries, like unmerged facebook contacts?
 
Under People - Menu - View .... I have selected Google(176), and Show auto Gmail contacts, and Phone (0). The number in parentheses is presumably the number of stored contacts. There is no number beside Show auto Gmail contacts, but I have all 3 selected.

Two issues
1. When I get an incoming call the caller does not show up even though the contact is in People - Gmail contacts.

2. The droid and gmail contacts on my computer do not sync. The only way to get them both the same is to download via my SD card.
