They all went to Device File in Google Photos

Yesterday, I wanted to move one folder(Is an album and Device Folder the same thing?) inside Google Folders so it couldn't be seen when I want to show someone something on my phone. What has happened is that now I have 90% of my folders are inside Google Photos so I'm back where I started. I had to call Google support yesterday. Now it looks like I still need help!! UUUGGGHHH!!

I don't know what "Google Folders" means, so I'm not clear what you did or were trying to do.

Photos isn't a folder but an app that displays images anywhere on the device. Google Photos will identify when an image is added to a folder anywhere on the device and display it if you allow it. If you want to create folders that don't show in image viewer apps a simple way is to put a file called ".nomedia" in it (the "." at the start is vital). It doesn't matter what if anything is in the file, just the presence of a file of that name tells such apps to ignore the folder.
