Throttling question - Straight Talk, AT&T phone.

A friend has loaned me an LG P505, locked to AT&T and I'm thinking of activating it on Straight Talk. This is intended to be a temporary solution to carry me until either Sprint or T-Mobile gets around to deploying 4G LTE in our area. The current AT&T "4G" coverage is HSPA+ (which is academic, since the phone only does HSPDA). I understand that ST offers 2.5GB of "high speed" data then throttles your speed. What I don't understand is does this mean 2.5GB at up to 4G speeds then 3G or 2.5GB at 3G or better speeds, then 2G? I'd be grateful for any answers.
 
I could be wrong, but as far as I know, it was 2.5gb only with St att sim but 2.5 gb at full speed then 2g with a St T-Mobile sim. I now have go phone sim with att. My son has net 10 att sim and he has SMS problem where he can send pics but not receive them.

if he wants to receive mms, he needs to turn ON his Mobile Data.
