Do you have a wireless router?

You need a wireless signal for the phone to connect to.

or did you mean to tether the phone to you laptop and run the laptop off the phone's signal?

For that, you have to be rooted (and be aware that unless you pay for the privilege, you phone company can cancel your account if they feel like it).
