Toggle Power Control widget question

This is just my second day having this phone.

The second icon from the right, the one that looks like a 'refresh' icon, what does it actually do?

That one turns on/off sync. You can use this to control whether your push emails, FB, G+, etc. will sync or not.

You can create a smart action to do that automatically for you. I have one that shuts off the sync from 11pm to 7am.
