Toilet Availability

Hello everyone,

I would like to make a request for an app development. My idea is to create an app for displaying toilet availability at my office. I would purchase an iBeacon, place it in the toilet and calibrate it. Then I would need an app like the panicinc PunchClock to inform the users about toilet availability.

Can anyone create and publish such an app?
