Topo Maps

Harry2 says OsmAnd includes topo data:
Again, what kind of GPS application one needs for what to do when offline :)

? Just a car turn-by-turn navigation
-> NavFree (if it absolutely must be free ;))

? Google Maps-like searching ability
-> Maps With Me

? A hiking GPS app with topographic maps and routing/tracking ability
-> OsmAnd (for emergencies as car navigation ;))

I've been playing with a program named "PDF Maps" on my AFN Nook. It's still in beta, but has some useful features. The USGS is now releasing all topos on map pdf format, so these types of tools will become increasingly important in the future.

OsmAnd has free maps with altitude lines and hill shading. The maps have vector format, so they don't need that amount of storage that maps with tile format need.
There are a lot of this kind of apps that use free maps (vector and tile) but OsmAnd is my favorite :)

But you might insist that your maps on the phone/tablet have to look like maps of paper, like these maps of TrimbleOutdoor :)
So you might also have a look at BackCountry Navigator and ViewRanger. Both have this kind of topographic maps. But like the Trimble maps, they need a lot of storage because they've tile format and you won't get them for free.
