Help Touch Screen Not Working

My sister has a LG K4.

She has not had it very long. Her touch screen is not working, but she can interact with power button and volume buttons etc...

We have rebooted the phone, removed the SIM card and SD card and nothing works

Do you have any ideas?

The OP says that the phone has suffered water damage previously, so the touchscreen failure could simply be a delayed consequence of that.

If it has been exposed to moisture then the warranty will be void anyway, so "returning the phone" isn't really an option (though you may be able to get it repaired if you pay).
 
What was the nature of the water damage? Since you say it smells funny I'm assuming it was completely submerged and this wasn't just a minor splash. Was it fresh or salt water? If the latter it was likely beyond hope as soon as the water got inside.
Also were any measures taken at the time it got wet to minimize the damage (immediately turn phone off, remove battery if possible, attempt to extract the water)? This is an absolute must when a device gets wet.
Water damage can be cumulative, especially with salt water which will cause ongoing corrosion inside. It may appear "ok" initially but over the following days, weeks, and months things will start to break as the internal components fail.
If you purchased the phone knowing of the water damage that was a mistake. In any case there likely isn't anything you can do at this point other than replace it with another one.
