Unless you installed an app on your phone that allows it to be tracked or disabled, you really don't have any way of tracing the location of it. All you can really do is report it lost to your carrier, but all they'll do is disable the phone.

If your device is on, yes. You can sing in to your google acc on your PC and download an app remotely like Wheres My Droid from the Play Store and follow the instructions on the link below.
