how do I transfer contacts from Galaxy S3 to Galaxy S4?

1. If you have your contacts synced with your Gmail you can simply sync your contacts on the new phone. Here is an article about backing up/syncing with Gmail:

2. Use Bluetooth - turn Bluetooth on for both phones, then go to your contacts and choose to share/copy them via Bluetooth.
