transfer picture to phone

when plug in Samsung galaxy to PC. came out blank.
 
What format is the picture (.gif, .mpg etc)?

I guess it's possible that the format isn't supported by your phone. You could check this by opening the picture in Photo Editor on the PC and saving it in a different format (Save As then select a different format from the drop down, I think).
