You can just create an e-mail and attach the file .. however, most video files are going to be too big for e-mail - particularly if they're recorded in HD.
Your best bet would be to upload the video to a cloud service and direct people there to get a copy. You probably want to do this over WiFi if you go direct from your phone.
Alternatively, if it really has to be e-mail, transfer the video file to a PC using a USB cable then use something like 7zip to create a zip archive that is split across files of say 4MB (most e-mail providers will allow 4MB). You can then send each of the archive files in separate e-mails. But that's going to be VERY tedious, plus you'll need to give the recipient clear instructions about how extract the video file from the archive.
