When I go to the App screen, and hold down on an app to move it, I'm only given the option of moving it to a home screen. I'd like to move elsewhere in the App screen, or create a folder on the App screen - but I'm not given the option to do so. My only option is to move the app to the home screen or to create a folder for the app on a home screen. What gives?

UPDATE: this issue has been resolved. You have to hit the edit button from the submenu in order to edit the app screen. you also have to be in "customized" viewing.
