trouble understanding my go sms pro blocker

I was trying to block a phone number from my Samsung rugby smartphone, I can send my text messages but cant receive any someone else sends me...how do I correct this?

I don't use Go SMS but I found these instructions for un-blacklisting someone in Go SMS:

You go to settings scroll down to security settings click manage blacklist then click blacklist management then remove the person you blocked with the subtraction button on the side.
