I have a friend I can text, he uses an iphone, I use Android 9. But he cannot text me, he gets an error message. I have another friend I cannot text, it appears to send but he never gets it. When will Apple stop reinventing the wheel and screwing up everyone's life?

Yep. This is a known issue with Apple and Android.
Unfortunately the only thing that I can suggest is to use a different messaging app and see if it works.

I use Textra, and never get a problem to my iPhone friends

Have the iPhone people check their settings, make sure send as SMS is selected. I just set up 2 iPhones for my niece and nephew, neither had that selected so texts weren't going to work. I'm on to then and their games though.

You don't have to change. If you are happy with the system/Google one use it. I just like Textra, tons of customization (but no RCS yet).
The texts are trying to send as iMessage and can't but the phone is not set up to then flip over and send as SMS so it goes nowhere. Have them check settings and enable 'send as SMS'.

We never have that problem here. Reason, there's no iMessage in China.

No, they can. I use a normal phone, not one made by only one single manufacturer intent on redesigning everything.
As there's no iMessage service here, iPhones have to use the same standards everyone else uses.
iMessage is there, but it can't be activated with a +86 phone number.
Just visited my Aunt and wanted to swap the holiday snaps on our phones. It seems bluetooth (which is a bloody standard isn't it?) is different on iphones. They just don't talk to each other. Nice one apple. Had to use her PC as a go-between! Why do people keep buying that crap?
