Troubleshooting in my bluetooth and hotspot connectivity

I have a troubleshooting on my bluetooth connectivity it is not turning on as its normal process it shows turn on in my notification panel but it is off in my system setting, i have also in my hotspot everytime i turning on it afterward it is automatically turning off and also when any devices connected it is the same situation..
How can i fix iit..

I have the same problem before on my Flare S play. But when my phone was reset and all data's on it was deleted the Bluetooth and hotspot be issues we're gone.
