Help trying Bluetooth pair say connect but not paired

I have two different cell phone trying to Bluetooth together using WiFi even tried on one of the device that has Data get same result connected but not paired,I have a Android 5.1.1 model number c6743 other one Samsung activated through us cellular 2.3.5 Android, the c6743 wifi only I've tried unpair them tried resetting both too factory settings, tried rename them same result what could be problem be please help
