Trying to add/edit APN settings on USC S6

I got an S6 from US Cellular back in August. I moved out of their service area shortly after that. I was told by US Cellular that my device was unlocked and I could switch carriers. I took it to ATT the other day and they put a SIM card in it. I was able to make/receive calls and send/receive texts. However, I was not able to access the internet over 3G or 4G.

After about an hour on the phone with tech support, the ATT associate said it came down to not being able to access the APN settings. I did some reading and saw that there were apps that would create a shortcut to my APN settings. I dl'ed, installed, and opened the app (Change Apn). All I see is "Unable to view the access point name settings. Access is restricted for the current user profile." I have an option to add my own APN settings but it appears to do nothing.

I rooted my phone just now using this method because I read that it would open up all of the settings. I followed all the steps just as they are written. I downloaded Root Checker Basic and it tells me that I am fully rooted. However, I still cannot access my APN settings.

Does anyone know of any way to access my APN settings? Is there a way to remove all restrictions on my phone?
