Talking and discussing torrents and the use of torrents(piracy) is against Android Forums TOS rules.

Torrents for Piracy are definitely a no goer, but they have plenty of legitimate uses. I torrent stuff all the time (legitimately) and plenty of popular Linux distros and other free software is made available via torrent.

So some talk of torrents is actually ok. :)

I wasn't aware torrents were a topic banned here in Android Forums, please post the FAQ or TOS stating this?

Aside from the fact that there are those who rely on it to pirate media content, torrents are definitively legal and a very popular way to distribute sharable content without incurring the costs of increased fees to a web hosting service or running your own web server. Discussion of things related to TCP/IP, DNS, http/https, FTP, Tor, encryption, and countless other topics should also be banned as they are all used to do illegal things.

Can anyone tell me the the max open connections and max incoming connections should be set to for best performance
There are no default numbers to guide you, it's mostly just experimenting with the optimal numbers that suit your situation. Your ISP (WiFi) or carrier (cellular) play a part as far as your bandwidth speed, along with if you're doing a lot of other things (watching Netflix) along with torrenting. If you bump up the connection numbers significantly you'll be using more bandwidth, which may or may not even be adding more seeds, but at a cost to other apps that may be affected by reduced connectivity. Maybe start with max open connections at 130 and max incoming at 80 and then adjust up or down accordingly. Also, a lot of providers are not just blocking torrents but all peer-to-peer functions so if your torrent app is using a port in the 6800 to 7000 range so try changing its default port to something maybe 9000 to 10000.
