Turn off 3g radio and enable wireless

Can you make a program to disable the 3g radio and enable the wifi radio to connect to multiple OPEN networks? This would be useful for people who go to foreign countries and would like to use VOIP over wireless for programs like Fring. Thanks

airplane mode shuts voice and data off. Or, you can download "GTwidget data" from the market and install the widget on your homescreen and that will shut just the 3g "data" radio off.
