Turn off apps

It depends on what you mean by "turn off".

On android 4 you can view an app in the Applications settings menu and "disable" it if you don't wish to use it but don't want to (or can't) uninstall it.

If an app is running you can "force stop" it from the same place. But unless an app is misbehaving there is no need - when you are not using an app it will hibernate in memory (ready to use again) unless the memory is required for some other app. You should not worry about keeping lot of RAM empty, and hence wasted - that's not the way Linux memory management works.

Some apps do actually have an exit button (maybe in their settings), in which case using that will close them.
