hi my galaxy s does not have tv out can i get it on my phone???

no, not if it doesn't have it...I thought the galaxy S line all had them

If your phone is the i9000 Galaxy S then yes it does have TV out. You can connect the correct TV out cable to the A/V socket, the same one as the headphone jack. Then you will need to goto Settings > Display > TV out > and put a tick in the TV out box.

You will need a 3.5mm to RGB cable. Get one that works with Nokia phones - Samsung and Nokia uses the same format.
