Help Two OS on one phone?

I'm running GrapheneOS on a pixel 3a. I found an app called Setup Wizard also labelled as org.lineageos.setupwizard

I bought the phone second hand so I'm not sure if lineageOS was previously installed but I've factory reset several times plus changing the ROM from stock to GrapheneOS.

Why would there be a setup wizard for one ROM when I have another one installed?

Are you using the latest TWRP recovery, also is the phone rooted?

I read somewhere that most degoogled AOSP ROMs are in fact based on Lineage.
If that's true for Graphene, it's probably just a leftover.

Are you using the latest TWRP recovery, also is the phone rooted?

I haven't touched TWRP, and my phone isn't rooted. The installation guide mentioned neither
