This is done for a clean install in preparation for the immediate, prior to booting, installation of a new ROM or firmware. The vast majority of ROMs wipe system as part of the zip install. This means that in most cases you do not need to wipe system... ever. Wiping data is, as you say, the equivalent to a Factory Data Reset. Last edited: Aug 7, 2018
