Hi Rob,
You are a little light on information, so this answer is going to be somewhat generic.
The problem with some apps these days is that they perform one main function, which is clear from the title, and a number of less advertised functions. Anti-virus apps and file managers are the worst I have seen, but anything is possible. What I am saying is that you could have inadvertently installed an adblocker without knowing it. Take a look at the settings of any app that you installed (don't forget automatic updates) before this problem started and see if you can see a "free" adblocker function somewhere. Failing that you could contact the author of the app and see if they can help you track down the adblocker (or fix the bug should it turn out to be one). Most developers are happy to help since you provide a free debugging service.
Now all that said, if you were to tell us which app is complaining, which phone you have and which version of Android you are running it could very well be that someone can directly provide you with an answer.
